A heads up about open burning in Cecil County....

Here is a link to some of Cecil county's rules about open burning (this does not include campfires and cooking fires)

Some highlights:

• There is a natural or constructed fire break (i.e., green grass or dirt) at least 10 feet wide completely around the material to be burned that is free of flammable materials.
• If the burn site is within 200 feet of woodland or flammable material which could ignite and carry fire to woodland, burning can only occur between 4:00 pm and midnight.
• Material to be burned must have originated on the premises.
• Materials permitted to be burned are dry brush and dry leaves. Treated or painted wood, poison ivy and poison sumac, and materials which produce dense smoke may not be burned.
• Adequate personnel and equipment must be present at the burn site to prevent fire from escaping until the last spark is out. • A hazardous condition or nuisance may not be created – be aware of weather and wind conditions and considerate of neighbors.

Hello neighbors,

It has come to our attention, some property owners are committed/obligated to their current Trash hauler for the next fiscal quarter. If you find yourself in this situation, please contact Waste Industries, regardless, this month. You may need to place a future date with them. This will ensure your rate and service times. To address this, a grace period will be extended until the end of the fiscal quarter. After that, Waste Industries will be the Trash Hauler for your route. You must contact Waste Industries as indicated in the updated information sent out last week to initiate service and take advantage of the rate reduction.
Thank you again for your understanding as this is part of a process, as we are working to make it a smooth transition for everyone.
***Just as an FYI, the switch not only saves wear and tear on our private road it saves on average $22.00--$35..00 per quarter per household!

Single Trash Hauler-Waste Industries

SINGLE TRASH AND RECYCLING HAULER UPDATE AND INFORMATION
PLEASE NOTICE THESE CHANGES WILL TAKE EFFECT AND START DATE FOR JANUARY 2019
On 11-29-2018 Property Owners of Tower Point voted to use a single source waste and recycling hauling service.  A 60% Majority Vote was needed, approximately 75% voted YES to enact this change.  Thanks to all who worked on a solution!  This effort will help reduce road wear, current and future costs of repairs, traffic, noise, as well as increased safety and liability for all. Here are the details;
We, as a Community are reducing large vehicle traffic weekly, by 2/3rds to start.
1.      After an extensive bid, and subsequent rebid process & evaluation, Waste Industries was chosen as the Single Trash and Recycling Hauler of Choice by Majority.
a.      The basic rate will be $63.00 per Quarter, with the following discounts available;
b.     $4.50 discount for Seniors – over 60 years
c.      5% discount if paying in advance yearly
2.      Each Property Owner will be responsible to contact Waste Industries to set up their account.  Contact them at 302-378-5400.  Please make sure to state that you are a part of the Tower Point Community, as you will have this reduced rate extended.
3.      They do not charge a separate fuel surcharge.  Their normal $40.00 “cart fee” – can fee, will be reduced as well to $20.00 for Tower Point.  If you already utilize their service, no need for this fee.  If you already have their service, please ensure to adjust your account to the NEW rate for Tower Point.
4.      There is another $1.95 per quarter paper bill fee.  You an avoid that by signing up for e-billing. 
5.      Please ask for Single Stream Recycling information from Waste Industries, so that you are educated and aware of their policies.
6.      Trash Pickup will either by  Wednesday or Thursday, with every other week recycling.
7.      Each Property Owner will be responsible for Canceling and/or Terminating their current service, if other than Waste Industries.  Again, please contact them for rate adjust if you already are contracted with them.
8.      Residents who choose to use their own private vehicle to haul their waste/recycling, may do so.
9.      Any use of a Waste / Recycling Hauler, other than Waste Industries, will be a violation, as voted on by the TPHOA Board, and an assessment will be imposed.

Town Point Home Owners Association TPHOA Meeting Minutes


Meeting was called to order on Thursday, November 29th, 2018 at 6:30pm.  Meeting was held at Trinity United Methodist Church in Chesapeake City.  Quorum was met, 15 property owners in attendance. 


Common Area Guidelines


Tower Point Common Area Beach Guidelines                                          
DNR water police #1-800-628-9944
Ø  Please be respectful of the beach and remove all waste when you leave the area
Ø  All benches and tables should be returned to their original location after use
Ø QUIET HOURS are 10pm to 8am
Ø  Pet custodians must keep pets on a leash at all times and clean up after them
Ø  All parties using the common areas should be a resident or guest of a “homeowner” of Tower Point
Ø  Children must  be accompanied by an adult after 10pm; parents and/or legal guardians are responsible for the actions of their children
Ø  Fires:
o   Any fires outside of the fire ring will require a burn permit 
o   County Code does not permit fires outside of a fire ring in JULY and AUGUST
o   Be mindful of wind direction and speed so that smoke does not blow in shore towards resident homes
o   All fires must be extinguished before you leave, a fire bucket is located inside the shed
Beach Access
Boats/watercraft that intend to use beach access will enter the area at their own risk and bear the cost of any damage regarding either property damage or personal injury.  The TPHOA will not be held responsible.  By launching or utilizing any watercraft/boats through the Community Access, the Homeowner warrants their own insurance for coverage of themselves, their guests and their watercraft/boat.
Ø  Safety First.  Warn any parties on the beach of your plans to launch and ensure clearance
Ø  Only boats & watercraft 16 feet and under are permitted to launch
Ø  Trailers and cars should be returned to the left side of the road after launching
Ø  Cars and trailers are temporarily permitted to park to the left side of the wooded area of the beach access road if the resident is boating between September 30th  and April 30th
Moorings
Ø  Moorings are permitted and should be clearly identified with a flotation device
Ø  Floats should have the name and phone number of the owner in permanent marker
Ø  For safety, moorings must be removed  by December 1st because ice and winter storms can disrupt the mooring causing a hazard to navigation
Ø  No moorings should be placed in front of the beach area; and should be placed equivalent or further out than the distance of the neighboring dock.  Please set your mooring to the left or right sides of the beach area
Kayaks
Ø  Homeowner use of the kayak rack will automatically assume and acknowledge that the TPHOA will not assume liability or risk and that the TPHOA will be “Held Harmless” regarding the storage and use of watercraft.
Ø  All kayaks must be removed from the kayak rack by Thanksgiving
Ø  Kayak rack is not for winter storage
Guidelines will be reviewed and revised as necessary                                                                                          
Any compromise of TPCA guidelines should be documented and forwarded to the TPHOA  Board of Directors for review and resolution

Good evening.  The HOA will have their next meeting on Thursday, November 29th, 2018 at 6:30pm.   The main goal of this meeting will be to review the by-law updates and changes as well as discuss our trash removal options as we move to a single hauler for our community.  This will decrease the heavy traffic on our road which will prevent excessive wear and tear to help preserve our road.  It will also increase safety and decrease everyone's costs.  More information along with the agenda and location will be sent out soon.   Please let us know if you will be able to attend.  Thank you,

9/14/17 Board of Directors Meeting Minutes

Board of Directors Meeting  9/14/17
7:00pm-8:45pm/33 Tower Point Rd.

Attendees: Kevin Sheffield(President), Lynne Caldwell(Vice President), Sandy Candeloro(Treasurer), Kristie Thompson(Sec.)

Peel/Heller issue concerning excessive noise from a Polaris side by side owned by Paul Heller that has been used to visit his family members that live on Tower Road. The Peel family reached out again to ask the HOA to attempt to resolve a continuing problem, that they claim, with loud noise, and erratic driving with the side by side, that is owned by  Paul and Lorrie Heller. 
After reviewing the circumstances, the Board will ask the Peel family to try to resolve this directly with the family members in question, as the Board does not have any legal power to control excessive noise or the alleged irresponsible use of ATV’s on the road. It will be advised to all neighbors if any reckless or dangerous operation is observed by a vehicle of any type to remind the individual to please drive safely or to call the police if necessary.
Speed Bump Vote- There was only 1 “YES” vote  for the installation of speed bumps, therefore, we will not move forward with a plan for speed bumps at this time.

Liens-Sandy sent reminder letter September 1st. Board agreed to have certified letters sent October 1st to all delinquent homeowners. The Board will forward delinquent amounts to the new attorney for

Dog Poop

Everyone please remember, if you have a dog, it is your legal responsibility to keep it either on a leash, or securely fenced in to your property.  I bring this up as a reminder, because I spent 30 minutes scrubbing dog poop off of my 1yr old daughter today, that she got on her from our yard (and we do not own a dog).

Letter to North Bluff

Dear Rich (President of the North Bluff Homeowners Association): My name is Lisa Doricchi and I am secretary of the Tower Point Road Homeowners Association. I am calling to request a favor from your North Bluff Homeowners Assocation/residents. We have a private road that requires maintenance about every 5 -7years. Kris Thompson is a resident here and has secured a company to do a road resurfacing project. This will add a layer of a special material that will further prevent the road from cracking. This project however, will require that we not drive on the road for about 24 hours. We will have an issue with trying to find parking spots available for some of the cars within that 24 hour period. We are requesting some parking space on North Bluff Road. I cannot speak to exact hours when cars would be there and we do not have a date set yet - - but we are trying to get a weekday, preferably Tuesday, to have the work done in the near future. I do not know how many spaces we’ll need yet either. I’m guessing around 15 - 20 or less parking spaces may be required? The rest of us will try Vanderlyn Rd. or Farm Lane/Gour Road prospects. I can use my golf cart to transport people from your road to our road, and/or those who have mobility problems or need to carry things. We are requesting that the Road Company will not arrive until after 9 a.m. when most people have left to go to work in the morning. Those retirees who have to move their cars will be the first ones over to your road but the majority of cars would not arrive until sometime after 5pm. The cars will be moved by the next morning when folks have to go to work again, or take their cars back home. So there may be some foot traffic cutting through yards as well. If you can speak to your HOA about this and let me know if you can garner approval, we would be happy to hear back from you either way. I can let you know the exact date when I have more information. We of course would follow any guidelines you would propose. If your residents determine that there is insufficient room, we will understand and try to find an alternative way to manage this process. I know several of the residents on North Bluff road and that is how I obtained your contact info, but I do not know anyone that lives in Pleasure Shores - - and that could possibly be an alternate space to park cars. Meeting Minutes from Board Meeting Board Members and other residents met on 8/14/2013 at Kevin Sheffield's house Present: Carol Wieser, Kevin Sheffield, Pat Woods, Lisa Doricchi, Lynne Caldwell, Rich and Kris Thompson * A vote was passed to use all funds from the General Maintenance Funds to repair the road rather than do a special assessment * Pursuant to this note, we will need to divide up duties to notify: School District, Postal Service, Sanitation Pickup, and I've asked Mary McKee to ask North Bluff HOA regarding provisions for parking. She will advise. * We had also planned to try to do this on a Tuesday as the road appears to have the least amount of traffic, you may want to tell the contractor that as well. * Lisa Doricchi will post information on Blog. * Lynne Caldwell to obtain a real estate box to put flyers in - - and Kevin Sheffield will make sign pointing to the box for people to pick up information regarding the road closure and emergency contingencies. * List of non-payors for 2013 as well as those in arrears should be sent to a lawyer (M Rowan to handle). A request for Tuesday was asked and should not be an issue. * Hours of operation are usually 3-4 hours and can take place at 9:00 A.M. if that is the time we request. * The road can be driven on in 3 hours if needed, but is not recommended as the road is not fully cured. 20 hours is the time frame that is advised to stay off the road. Walking is fine, but note that shoes will get black from the road. Golf carts should be restricted as well. *Caution tape and cones will be used following the procedure. * We will be given a invoice for a deposit in the amount of $2,916. Hopefully that covers most question. He did not give a specific time to pay the deposit when I asked. I believe we can schedule and then give the deposit before the work is to be started. Thanks go to all the folks who contributed their time and energy, food and drink as well as presents for the kids and the tent setup.  The 4th of July picnic and parade was great fun. Rita's water ice, hot dogs and lots of food was consumed.  Swimming, kayaking and golf cart riding seemed to be the most fun. 
The neighborhood adults and children really enjoyed the great day.

Greetings Tower Point Residents!
This is a meeting notice for the next HOA meeting scheduled for Thursday, July 11th at 7pm on the outdoor pavilion at 32 Tower Point Road (aka Pat ‘n Lisa’s).
The Board of Directors of the Tower Point Homeowners Association met on May 27th to confirm Board members and select officers.  Present were Kevin Sheffield, Pat Woods, Lisa Doricchi, Lynn Caldwell, Maureen Rowan, Bill Wilson, Dave Rowan, Sandy Candeloro, and Carol Weiser.

·        Bring up stop sign recommendation or mirror to be posted at the intersection of Tower Point Road and the beach road due to safety issues of the tall fence obscuring the view in making the turn.    Also discuss                         trimming of overhanging branches on the beach road.

·        Road maintenance issues:  Sealing road or repairing cracks?  Possible Speed Limit posting?  

·        Treasurer’s Report/Discuss budget


·        Dues !  $250.00, please get them in folks, we have good use for those funds in much needed road repairs, beach property insurance, mosquito spraying, ice/salt, beach road mowing, snowplowing, etc.  Invoice for your records is attached.

4th of July Celebration

Tower Point's annual 4th of July celebration is coming up on Friday, with the parade at 11am starting on the corner of Gour and Tower Point Rd, followed by a cookout on the beach.
